Staffordshire Council trials discount SIM cards for young people leaving care

Unlimited texts, calls and data at a bargain monthly price are designed to ensure users can stay connected to essential services.

So far, Staffordshire County Council has given out 600 discount SIMs to young people leaving the care system. The programme is being run in collaboration with the mobile network, Three.

According to the authority, feedback so far has been ‘overwhelmingly positive’, with vulnerable residents given affordable and reliable connections to a range of services that support them in the first years of adulthood. The technology also makes job applications, virtual interviews, and online learning far more accessible. 

‘For me, it’s a lifeline. It’s nice to be able to communicate and ask for support without having to worry about paying the bill. I just moved out and only got Wi-Fi after a month. I have therapy online twice a week – I couldn’t do it otherwise,’ said Charlie, a care leaver in the council area who has received a SIM. 

‘This programme is about more than just a SIM card – it’s about giving care leavers the tools to stay connected to the services and contacts they need to thrive,’ added Nick Lakin, Cabinet Member for Children and Young People at Staffordshire County Council. ‘It’s a simple solution but one which makes a big difference. We’re proud of the impact so far and look forward to reviewing its success as we plan for the future.’

A study conducted by the Greater Manchester Combined Authority on digital inclusion among care leavers highlighted significant affordability barriers. Unstable or inconsistent connections can also prevent young people from completing key assessments, in turn increasing the risk of missing benefits, job losses, or even homelessness.
